Dr. Q. Y.
Ma
Dr. Ma is the Managing Partner of Time Innovation Ventures (TIV), a venture capital firm focused on funding technology start-ups and joint ventures in China . Dr. Ma has over 20 years of R&D managerial, and operational experience in North America . He was an Associate Professor at the Columbia University (1994-2000), Harvard University Medical School (2000-2005), as well as Hong Kong University (1998-2004). He has published over 160 papers and obtained 7 patents as well as the National Science Foundation Career Award. Dr. Ma's expertise includes microelectronics, superconductivity, RF circuits, MRI, biomedical devices, technology transfer, and hi-tech start-ups. Dr. Ma has set-up and managed several R&D labs and centers, including Superconductor Thin Film Electronics Labs at UBC and Columbia , JC. MRI Engineering Center at HKU. He has served as a consultant to IBM, General Electric, TRW, Du Pont as well as other leading electronic companies.
Dr. Ma has co-foundered Semiconductor Manufacture International Corp. (SMIC) ( China first IC foundry, NYSF: SMI), Compound Semiconductor International (CSI), CSC and TiMed. He has invested several start-ups by US returnees including Comlent, AIC, Mediachip, XKX, and C&P Biotech. He was elected as “Top Ten Returned Chinese Entrepreneurs of the Year” in 2002 by the China Investment Magazine of the State Planning and Development Commission. Dr. Ma serves as a board member to several Chinese companies including ComTech (NASDAQ: COGO) and Benda (NASDAQ: BPMA). Dr. Ma is a consultant to a several US based companies launching businesses in China , including in business development, joint venture formation, and M&A.
Since 1998, Dr. Ma has been promoting electronics and IT industry development in China . The effort has led to the change in government policies in favor of the IC industry, and to the establishment of Northern Microelectronics Industry Base (NMIB) in Beijing , Zhangjiang Microelectronics Park in Shanghai , Microelectronics Industrial Park in TianJin . He has served as an adviser to the Ministry of Information Industry, the Chief Advisor to NMIB, and a Senior Advisor to Zhangjiang Hi-Tech Park, known as the Silicon Valley of Shanghai. Dr. Ma was the president of the Chinese Association for Science & Technology-USA, and is currently the president of Chinese-American Innovation & Development Association.
Dr. Ma received his Ph.D. from Columbia University , and is a graduate of Stanford Executive Program (SEP) of Stanford Business School .

Dr.
Zhongsu
Chen is the Managing Director of Time Innovation Ventures.
He
was the Deputy Chief Technology Officer at Shanghai Stock Exchange from 2001 to
2005 after spending 20 years studying and working in the US.
While working in China, he led China’s National Financial
Standardization Securities Trading Protocol Working Group which defined
China’s Securities Trading Exchange Protocol (STEP) technology standard.
He also served as advisor for Shenzhen Stock Exchange Technology
Development Strategy Committee.
He
has 20 years of professional work experience in technical, managerial,
consulting and teaching positions in the area of Information Technology
including 9 years in Wall Street firms such as DLJ, Standard &Poor’s, New
York Life , Ambac Financial Group and etc. Prior to joining Wall Street firms,
he worked for New York City Economic Development Corp. and taught Mathematics
and Computer Science at Pace University in New York.
He
attended Beijing University in 1980 and came to the US to study in 1981. He
received Bachelor’s degree in Mathematics/Computer Science from Pace
University in 1987, Master’s degree in Mathematical Sciences from The Johns
Hopkins University in 1989 and Ph.D degree in Computer Science/Operations

He
was active in various social activities in the US. He served as Secretary
General, Chinese-American Innovation and Development Association (2000-present),
Vice President , Chinese Association for Science and Technology in USA
(1999-2000), Board Director, Chinese Association for Science and Technology in
USA ( 1999-2001). He was a member of Chinese Finance Society (2000-2001).
Victor Chan
Mr.Chan is a partner of TIV .He has over 20 years of professional experience in private equity and investment banking
Mr. Chan was a Managing Director private Equity Asia Division, Standard Chartered Bank where he runs the bank’s $80 million private equity investment portfolio in Asia. He has been involved in direct investments in over 20 companies in Asia and has acted as investment committee member and director for three direct investment funds
Mr. Chan was also the Managing Director of Investment Banking of Standard Chartered Bank where he was responsible for all corporate finance and capital markets business in Asia including IPOs, mergers & acquisitions and financial advisory
Prior to joining Standard Chartered Bank 1992, Victor worked with Manufacturers Hanover and Citibank in investment banking and commercial banking for over eight years
Victor holds a LLB from the University of London, Master of Business Administration from the Chinese University of Hong Kong and Bachelor of Arts from the University of Hong Kong

Hope
Ni
Chief Financial Officer of Comtech Group (August 2004-present), successfully listed Comtech Group on Nasdaq, and completed a private placement and a registered public offering within one year. Achieved a 200% increase in market cap of the company. Ms. Ni joined Skadden, Arps in 1998 and has worked in both the Corporate Finance and Mergers & Acquisitions Departments. Ms. Ni has mainly focused on securities transactions related to China . She has worked on various types of transactions including common stock offerings, debt offerings and private and public acquisitions, including the transactions such as the exchange of approximately $11.8 billion of Conoco stock for DuPont shares, the largest split-off exchange offer ever to date; the $1.2 billion initial public offering of China National Offshore Oil Company (CNOOC); the initial public offering of MetLife, Inc., one of the largest initial public offerings in the United States; China Netcom private equity financing in the amount of US$325 million, the largest private placement in China to date; and the M&A-related activities of major international telecommunications companies such as the sale of US$1.85 billion in preferred stock of NTL Incorporated and a share exchange between CMGI, Inc and Pacific Century Cyberworks Limited.
Prior to attending law school, Ms. Ni worked as a financial analyst in the Corporate Finance Division of Merrill Lynch & Co.
Ms. Ni received her J. D. degree from School of Law, University of Pennsylvania.
Phillip Y. Ong
Mr. Ong is member of TIV's Investment Committee, and Founder, Chairman, and board
of director and CEO of C&P biotech crop USA., Executive director and GM of
HuZhou colostrums Biotech Corp. He received his Bachelor's degree
and Master's degree both in computer science from the University of Wisconsin,
Madison, and the City University of New York, Queens College, respectively .Since
2004 ,Phillp has managed and R&D team working on protein components purification
project . In Aug, the team successfully produced the world first zero chemical
add-on component facial care product. IF took the team only one year from
R&D work to product launch. Mr Ong was a founding member and VP of the Chinese Association for Science
and Technology, USA (CAST-USA). He organized and worked with the Ministry of Electronic
Industry for the successful launch of the "Symposium in Electronics and Communication
Technologies" in 1993. He is currently a vice-president of Chinese -American
Innovation and Development Association.
Paul Wang Mr.
Wang is Vice President at TIV . He has extensive operational experience in private equity and venture capital industry in
China. The
past years, he has been involved in investing and launching several startup
technology firms such as TiMed AIC Microsystems Corp., Mediachip Corp., and Sunnytek
Software Corp.,etc. Before joining TIV, he was Project Manager at Shanghai
SeeWaa International Finance Consulting Corp., where he evaluated and invested
private placement projects in China and provided financial advisory service.
Before that, he worked at Ricoh Facsimile (Shanghai) Inc., where he served as
Marketing and Business Development Manager. Mr. Wang holds BS and MBA in Project
Management from Manegement School, Northwestern Polytechnical University,
China.
